Updates in Egyptian risk management system

Amended Regulations for imports & exports in implementation of Egypt’s President directives

To facilitate procedures for import and export operations along with facilitating foreign trade, the Egypt President Abdel Fattah El-Sisi expressed some new directives.  

Following these instructions, Minister of Trade and Industry Engineer Ahmed Samir, issued an amendment of the Law No. 770 of 2005 issued by the Ministerial Resolution to set up a risk management system in the inspection and testing of imported non-food industrial products. 

To accompany this initiative, the Minister issued a decision regarding the formation of a committee to set standards and controls for the integrated risk management system to examine non-food industrial commodities, headed by the Chairman of the General Authority for Export and Import Control. 

Standards and controls of the risk management system 

The regulations governing import and export activities, as stipulated in Law No. 118 of 1975, necessitate adherence to the approved economic operator program. Additionally, compliance with the criteria for qualification under the "green track," as defined by the executive regulations of the Customs Law as per Law No. 207 of 2020, is imperative. These regulations grant the head of the governing authority the prerogative to conduct random inspections. Should such scrutiny reveal any deviations from the prescribed specifications within the inspected messages, the implicated manufacturing entity shall receive a cautionary warning, potentially leading to its removal from the authorized registry. Subsequent recurrences of non-compliance could result in permanent removal from the registry.  

The reapplication for registry inclusion, in such instances, would only be permissible after a lapse of one year from the date of removal, subject to the fulfillment of the prerequisites delineated in the present edict.

The General Authority for Exports and Imports Control (GOEIC) is working on implementing an action plan for the integrated risk system to include the stage of applying the system in ports. 

Coinciding with the stage of networking all the authority’s laboratories spread throughout the Republic and the Egyptian ports (for more than 300 laboratories) with the laboratory information management system LIMS. 

Ending with the implementation of the third phase of the project, which is related to the application of the integrated risk management system beyond the borders, includes the tracking system, market monitoring, information exchange, and rapid warning of commodity products and industrial goods in accordance with international standards applied in this field. 

It is worth noting that the control of exports and imports cooperated with the Korean Knowledge Exchange Program (KSP Program) project to establish and develop the authority's integrated risk management system in conformity assessment and examination procedures for industrial commodities in the cross-border trade movement.
